Higher Education Council Scholarship: Apply by Dec 16

Thiruvananthapuram: The Kerala State Higher Education Council, has invited applications from eligible first year degree students for the award of 1000 Higher Education Scholarships for the year, 2017-18.
 Applicant should be an Indian national. He/She should be a student of the first year undergraduate course during 2017-18, in Science/Social Science/Humanities/Business Studies in a Government/Aided Arts Science College or University Department in Kerala, for an aided non-professional course. Those students studying for identical courses in IHRD Applied Science Colleges are also eligible to apply. Students undergoing Professional courses are not eligible.

Those belonging to the ST category should have pass mark at the Plus Two/Equivalent Examination. For those belonging to the SC category, the minimum mark required to be eligible for the Scholarship is 55% for Science, Humanities and Social Sciences streams and 60% for Business Studies stream. For Physically Challenged, it will be 45% for all streams. For BPL/OBC, the minimum mark required to be eligible for the Scholarship is 60% for Science, 55% for Humanities and Social Sciences and 65% for Business Studies. For all other categories, it is 75% for the Science and Business Studies and 60% for Humanities and Social Sciences streams.

Applicant should have an account in his/her name in a nationalised/scheduled bank (SBI/UBI/SIB/Federal Bank/Canara Bank/Indian Bank etc).

Those in receipt of any other scholarship/stipend, other than fee concession, are not eligible for this scholarship. However, the lump sum grant received by SC/ST students and the Hindi Scholarship awarded by the Directorate of Collegiate Education does not come under the purview of this condition.

 For Under Graduate studies, the student will receive a Scholarship of Rs.12,000, Rs.18,000 and Rs.24,000 respectively for the first, second and third year of the course. The Scholarship amounts are likely to be revised.

Physically Challenged students having at least 40% disability will be getting an additional amount which will be 25% of the normal scholarship amount.

Recipients of Scholarships at Under Graduate level, continuing for their Post Graduate studies, will get Rs.40,000 for the first year and Rs.60,000 for the second year of the PG Course.

Of the total scholarships, 50 % will be under the open category. 10% scholarships are reserved for SC/ST, 10% for BPL category, 27% for OBC and 3% for Physically Challenged category.

The scholarships will be distributed among the different streams in different universities in proportion to the total seats allotted to each.

In the Home Page of this website, applicant should click on the link, ‘Scholarship/Higher Education Scholarship’ and then, at the link, ‘Online Registration, Verification and Approval (Fresh)' there. If the applicant has already registered for any other Scholarship of DCE at their site, the applicant may go to ‘Applicant Login’, and proceed to ‘Edit Applicant Details’ in the Registration from, and edit ‘8. Scholarship’ details there and submit. If the applicant has lost the Registration Id, password etc needed for Applicant login, they may contact the Nodal officer of Scholarships in their institutions.

Fresh applicants of the DCE site, should register using the ‘New Registration’ link and proceed. It is mandatory to fill the column given with a star in red colour.

After submitting the application successfully, the applicant has to take the Printout of the registration page, by clicking on ‘Higher Education Scholarship’ link there. Applicants should keep with them, the Registration Id and Password for future reference.

The Printout of the Registration form has to be submitted to the Head of the Institution, with the documents listed at Sl no 15 of the Registration printout, latest by 19th December, 2017. Applicants may keep a copy of the documents submitted by them, for future reference.


Documents and the Registration printouts submitted by students have to be verified online by the Head of the Institution or the person authorized by the Head of the Institution (Verification).

Those applications which are in order have to be approved online by this person. This process has to be completed by 23rd December, 2017 (Approval).

Approved Applications should be retained in the Institution. After the Provisional selection list is published by the Higher Education council, the application printout and the associated documents of those students included in the provisional list should be made available to the Office of the Council within the stipulated time period for verification. The list of documents to be submitted to the Council by the Head of the Institution is listed in the Notification available at

After the provisional list is published the 1000 students who became eligible for the scholarship should mandatorily log in again to their Application login page using the registration ID received while registering and the password, and complete Step II of the Registration. No complaints on the list will be entertained once the final list id published.
